I get much higher cap recharge using the relays over the fluxes but at the expense of shield boosting. Bio - 3.5 month old character with 3.7mil in mostly combat skills (missiles, navigation, shield/cap regen, and some drones) as well as the following attributes: Intel 17, Perc 20, Char 9, Willpwr 22, Mem 17.

Not bad. You could certainly run some L4 missions in it, but not all. Personally I wouldn't risk it :)
